No.

Canon folks are lucky in that they get double and triple dip discounts at least once a year.
Nikon, not so much.

My hunch is that we will see a lens sale from early October to end of November or middle of December. My question is will it require a qualifying purchase of a new Nikon DSLR body or will it be a flat discount on lens pricing. I would expect it will require a qualifying purchase of a body.

With the introduction of the new D750 that provides them an opportunity to do a $50 to $100 price drop on wide angle and telephoto lens when buying the D750, D610. D5300, D7100, D800 & D800E bodies. Don't expect the D810 will be a qualifying body. Any way that is my prediction.

The big drop of the 24-70mm F/4 is really just bringing it down to the price it probably should have been at(or the price it needs to be at now pent up demand is spent) as with the recent Canon IS primes. Looking at Nikon's lineup I feel the 70-200mm F/4 VR maybe in the same position although less extreme as the Canon alternative is a bit cheaper.

The rest may I'd guess be down to exchange rates so Nikon could follow but could also use it to up profit margins.

That is exactly why I said it; it's typical lens sale time. In addition, with the D750 being released connecting the sale to the D750 and the other bodies provides the opportunity for people to upgrade or buy their first Nikon DSLR and get a discount on a Nikon lens.
