Yes it is, and it doesn't "work". It's just a model. But even the film back opens. I want one, but I certainly do not have the parts for it.
Based on what I can see, If non of the parts used are rare or expensive. This could be build for 50-75 USD. (Rough estimate. Might be far less then that but depends on parts used and individual prises of parts.) But most would need building instructions for it and I don't expect the designer will give/make those as he has submitted his design to Lego Cuusoo (Where it doesn't stand a change because you need to get 10.000 votes before Lego considers making a real set out of it, And as far as I can tell the market for this is too small for Lego to even consider making it If it ever reaches the goal of 10.000 votes.)
Love both as hobby's (Photography and collecting Lego sets.) Shame neither one is cheap, While both are as expensive as you allow yourself to go.
I want the Nikon lego camera in the original post. Prefer that to the building. Some one should build 25 of these and put them up for sale on eBay. Guarantee they would sell out. Any takers?

God, I loved Lego..
