When VR is turned on, you will hear the system in operation...some louder than others. If you feel that it is to loud, send it in to Nikon and have it checked out.

I think the louder click is normal. I don't think the internal mechanism is the same as the 28-300, or any other VR. This is more of snap as the mechanism is disengaged, isn't it?

I also concur. I had the same "issue" before with my 105mm micro, its VR whenever its engaged or disengaged has a prominent click-clacking sound compared to my 70-200mm. I thought the internal mechanism is faulty. No problem with it though. It just sound like that, "annoyingly" loud.
