Well sure of course dust won't hurt the shutter. The concern more is more (for example) that someone is clumsy and accidentally sticks their finger in there and mangles the shutter. Which I could see being somewhat easy to do given the short flange length.
How would that be worse than hitting the sensor and damaging the likely far more expensive IBIS system? Either way the user is hooped. The barrier doesn't need to be the shutter, but there sure should be something.
If I take a good photo it's not my camera's fault.
