I've always seen shots like this and liked the look but wasn't sure how it was done. In a perfect world, there would have been more static objects like the sign to play against the moving water.

D90 | 24-70 | 24mm | f/22 | 15s | ISO 200
Processed in Silver Efex using a high key preset. Placed control points along the jetty and to the sign to add structure while reducing structure along the rest of the water. Still not sure this is the right way to do it; I'll have to try more the next time I'm near an ocean.

Nice catch there, that's very good timing you have. For that one, I'd probably go for a crop to bring out the bird.
